Explanation and Procedures for Signing Agreements
To promote international academic exchange and collaboration among various academic units, and to encourage these units to proactively negotiate and sign Memoranda of Understanding with foreign universities or academic institutions based on their professional fields.
I. Types of Academic Exchange Cooperation Memoranda
Memoranda of Understanding (MOUs) can be categorized into two types: University-level and College/Department/Institute-level. The proposal can be initiated by either our University or the foreign university or academic institution. The primary organizing unit for signing each type is as follows:
(I) University-Level MOU - Organizing Unit: Division of International Collaboration, Office of International Affairs
(II) College/Department/Institute-Level MOU - Organizing Unit: The respective College, Department, or Institute.
II. Principles for Signing MOUs
The signing of an MOU will be considered based on the following principles:
(I) Mutual equality and reciprocity between both parties.
(II) Diversification of regions, countries, universities, and colleges/departments/institutes.
(III) The degree to which the partner's academic standing, academic background (college/department/institute), and the offered conditions align with the academic development direction of our University.
III. Negotiation and Approval Process
After the proposed MOU is discussed at a formal meeting of the signatory unit, details and points of attention should be discussed with the Division of International Collaboration. Once the version is confirmed with the overseas university, the agreement must be submitted to the President for final approval before the signing process can proceed.
IV. Document Management
After an MOU takes effect:
• The original copy of a University-level MOU shall be kept by the Division of International Collaboration, Office of International Affairs.
• The original copy of a College/Department/Institute-level MOU shall be properly kept by the organizing unit, and a photocopy shall be submitted to the Division of International Collaboration for record.
• The same procedures apply when the content of the MOU is amended or changed.
V. Dual Degree Program Agreements
The procedure for signing Dual Degree Agreements is more complicated. The department or institute must first complete the course credit recognition and mapping, and establish a course equivalence documentation. The Office will then discuss the main text of the agreement with the overseas university.
